Duval County voters passed both referendums on the ballot Tuesday by an overwhelming margin and the city’s charter will now be amended to reflect the changes.
Referendum 1 gives the City Council the power to set criteria for the city’s general counsel, and it allows the City Council to fire the head lawyer in that office if the council has a super majority, or 15 of the city’s 19 council members.
Referendum 2 says the mayor has to appoint a chief administrative officer and financial officer. It also requires the mayor to fill department head vacancies within 60 days.
